Railroads require constant upkeep, repair and maintenance, so older rail cars that are still roadworthy are often converted to Maintenance of Way duties, including maintenance of the right-of-way, tool and equipment supply and storage, and materials for rail car repair and wreck recovery. Penn Central was formed through the merger of Pennsylvania Railroad and New York Central, and operated until 1976 when it was rolled into Conrail Corporation. This car carried miscellaneous tools and parts for MOW service.
